
Water Plant Information The R. C. Willis Water Treatment Plant is a conventional treatment plant with a design
capacity of 5.7 Million Gallons Per Day (MGD). Water is drawn from the Floridian Aquifer by eight (8) wells
located in the vicinity of the water plant and the
Palatka Kay Larkin Municipal Airport.
It is transported to the plant
facility and treated by the processes of Aeration and pH Stabilization.
It is then Chlorinated to remove any
harmful bacteria that might be present in the water and Fluoridated to help prevent dental caries.
The water
is then pumped via a series of water mains throughout the city.
